Human Resources Manager – Construction Operations

Tampa, Florida (Onsite Monday–Friday)

POSITION SUMMARY

Orion is seeking an experienced Human Resources Manager to support our growing construction operations team based in Tampa, Florida. This is a fully onsite leadership role responsible for providing strategic and operational Human Resources support to management personnel and the Director of Human Resources.

The ideal candidate will bring a strong background supporting construction, heavy civil, concrete, infrastructure, bridge, or structural engineering environments. This position plays a key role in Talent Acquisition, Employee Relations, Leadership Development, Learning & Career Development, Employee Engagement, Compliance, and Workforce Planning across operational teams.

SPECIFIC RESPONSIBILITIES

Human Resources Leadership & Employee Relations

  • Works closely with HR leadership to establish and achieve annual Human Resources goals and objectives.
  • Supports operational leadership with strategic HR guidance and workforce planning initiatives.
  • Provides mentorship and development support to HR personnel to strengthen department capabilities and career progression.
  • Administers and maintains HR programs including wage and hour compliance, EEO requirements, FMLA, ADA, leave administration, and employee relations matters.
  • Assists in maintaining and updating Company policies, procedures, employee handbook materials, and HR communications.
  • Ensures consistency in interpretation and application of HR policies and procedures across operations teams.
  • Investigates employee concerns, internal complaints, and Whistleblower Hotline matters while maintaining confidentiality and professionalism.
  • Coordinates employee engagement programs, recognition initiatives, community outreach, and team-building activities.
  • Partners with Risk Management, HS&E, operational leadership, and legal counsel regarding workers compensation claims, including Jones Act claims and related litigation matters.
  • Assists injured employees with medical coordination and treatment support.

Recruitment & Talent Acquisition

  • Leads and supports full-cycle recruitment efforts for salaried professionals and field craft employees.
  • Partners with operations leadership to identify staffing needs and execute workforce planning strategies.
  • Sources, screens, interviews, and coordinates onboarding of qualified candidates.
  • Develops recruitment strategies focused on attracting top talent within construction, infrastructure, civil, bridge, concrete, and engineering industries.
  • Utilizes LinkedIn, social media, employee referrals, outreach recruiting, and other sourcing platforms to identify talent.
  • Assists hiring managers with interview preparation, behavioral interviewing techniques, compensation discussions, and offer negotiations.
  • Supports college recruiting initiatives and university partnerships to attract entry-level construction and engineering talent.
  • Develops and maintains job descriptions for salaried and hourly operational positions.
  • Supports Affirmative Action initiatives and diversity recruiting efforts to ensure compliance with state and federal regulations.

HRIS, Benefits & Employee Administration

  • Maintains employee records and HRIS/HCM data accuracy.
  • Oversees processing of new hire documentation, employee status changes, and benefit enrollment activities.
  • Administers employee benefit programs including healthcare and 401(k) plans.
  • Assists employees with benefit-related questions and communicates program updates effectively.
  • Partners with payroll and HR operations to ensure accurate and timely employee processing.

Training, Leadership Development & Organizational Growth

  • Conducts training needs assessments with operational leadership teams.
  • Supports development and facilitation of employee training programs and career development initiatives.
  • Conducts new hire orientations and onboarding sessions.
  • Coordinates leadership development, supervisory training, diversity training, harassment prevention training, and performance management programs.
  • Assists with succession planning, talent reviews, high-potential employee development, and career progression planning.
  • Supports diversity and inclusion initiatives designed to strengthen talent pipelines for operational and leadership roles.

Safety & Compliance

  • Participates in Company Safety and Environmental initiatives supporting compliance with all federal, state, and Company regulations.
  • Maintains accountability for personal safety and the safety of others.
  • Supports and promotes a strong safety-first culture across all operational areas.
  • Reports violations of Company policies, procedures, or regulatory requirements as necessary.
  • Performs additional administrative and operational duties as assigned.

POSITION REQUIREMENTS

  • Bachelor’s Degree in Human Resources Management, Business Administration, or related field preferred.
  • Minimum 8–10+ years of progressive Human Resources experience required.

  • Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) preferred but not required.
  • Bilingual English/Spanish preferred.
  • Strong proficiency with Microsoft Office Suite and HRIS/HCM systems required.
  • Excellent communication, organizational, and interpersonal skills required.
  • Must demonstrate professionalism, confidentiality, adaptability, and the ability to work independently in a fast-paced operational environment.
