Under general administrative direction, is responsible for planning, directing, managing, and overseeing the activities and operations of City departments. Coordinates assigned activities with other City departments and outside agencies; provides highly responsible and complex administrative support to the City Manager and may serve as Acting City Manager in the Manager's absence. The position also assists with economic development initiatives, strategic planning, intergovernmental relations, grant research, grant writing, and grant administration to support City projects and organizational goals. Exercises direct supervision over management, professional, technical, and clerical staff. Directs the training programs for employee improvement and motivation. Assists with the personnel evaluation program. Develops policies for improving program effectiveness throughout the city. Coordinates issues among city departments and programs. Develops reports as assigned. Meets and confers with citizens and business interests to remedy problems and discuss City policies and procedures to maintain effective relationships between employees and citizens. Responds to and resolves sensitive inquiries and complaints from both internal and external sources, acts as city manager as required Prepares for and attends city council meetings and takes necessary action regarding Council agenda items. Prepares correspondence, contracts, agreements, requests for proposals and resolutions. Provides and/or coordinates staff support to a variety of boards and commissions; and serves on intergovernmental and citizen committees Attends and participates in professional group meetings; and stays abreast of new trends and innovations in the fields of public relations and public administration Negotiates contract agreements and prepares final agreements. Represents the City at all meetings, conferences, workshops, and regional planning activities. Assists with the preparation of annual reports. Monitors budget expenditures. Recommends budget modifications. Approves purchase of materials, supplies and equipment, as budgeted. Prepares estimates on construction jobs and related improvements. Conducts media relations, develops support materials. Receives customer complaints and claims against the city. Represents the city at functions and makes presentations. Serves as liaison to state and federal agencies, economic development organizations, business leaders, developers, chamber of commerce, and other community stakeholders. Coordinates the development of grant proposals. Maintains communications with local schools and county governments. Assists with preparation of reports as required by state and federal agencies. Oversees ongoing construction projects, coordinates construction activities for city. Assists with the development of specifications and plans for projects, monitors bids, and negotiate differences. Identifies, researches, and pursues grant funding opportunities from federal, state, local, and private sources. Coordinates the preparation, writing, submission, and administration of grant applications and related documents. Monitors grant compliance requirements and prepares reports necessary to ensure adherence to grant agreements and funding agency requirements. Works with City departments to identify funding needs and develop projects eligible for grant assistance. Assists in the development and implementation of economic development strategies designed to attract, retain and, and expand business and industry within the City.
