Job Description

The Gateway Development Commission (GDC) is seeking an experienced and detail-oriented Accounts ReceivableManager to coordinate GDC’s Accounts Receivable operations. This role is primarily responsible for supporting the Director of Grants Billing and Accounts Receivable in overseeing the grant billing and drawdown process with various federal funding partners, ensuring accuracy and compliance over all reimbursements. Essential Functions Manage the Accounts Receivable team to ensure prompt and accurate grant billing, drawdowns and recording of reimbursements. Prepare and manage reimbursable Hudson Tunnel Project (HTP) costs submissions with various governmental funding partners. Partner with Grants Administration and Accounts Payable to monitor spending and ensure proper allocation and reporting of reimbursable HTP project costs. Ensure proper invoice coding, approval workflows, and documentation to support audits and financial reviews. Reconcile Accounts Receivable subledger to general ledger and support month, quarter, and year-end close activities. Assist in the preparation of Federal Financial Reports (FFRs) for all federal grants. Generate Accounts Receivable reports using Sage Intacct and contribute to process improvement initiatives. Maintain and enforce Accounts Receivable policies and procedures, ensuring compliance with grant funding guidelines and organizational standards. Support the annual Single Audit process by preparing documentation and responding to audit inquiries. Train and mentor Accounts Receivable staff to support the Director of Grants Billing and Accounts Receivable with efforts to collect aged receivables. Job Requirements Five (5) years of experience in accounts receivable. Bachelor's degree in business or accounting. Experience with accounts receivable applications or similar accounting software. Proficient in Microsoft Office applications. Experience with the Federal Transit Administration’s Transportation Award Management System (TrAMS) and Electronic Clearing House Operation (ECHO) systems and the Federal Railroad Administration’s Delphi system preferred. Strong analytical skills and the ability to evaluate financial data is preferred. Excellent communication skills, both verbal and written, with the ability to communicate clearly and concisely is preferred. Effective project management skills, with the ability to prioritize and manage multiple projects while maintaining attention to detail is preferred. Knowledge of relevant accounting principles and regulations, including grant compliance guidelines, is preferred. It involves constructing a nine miles of new passenger rail track, including a new two-track tunnel under the Hudson River connecting New Jersey to New York Penn Station, and the full rehabilitation of the existing 116-year-old North River Tunnel. The project will create operational flexibility and rail network redundancy to finally deliver reliable transportation to hundreds of thousands of daily commuters. The HTP is the cornerstone of the Gateway Program, a comprehensive rail investment program that will modernize rail travel and create new capacity for the most congested section of the Northeast Corridor. The Gateway Development Commission (GDC) is the bi-state public authority charged with delivering the HTP. GDC is governed by a seven-member Board appointed by Amtrak, New Jersey, and the New York State Department of Transportation.
